Case Study: Mobilising an £800m Government Contract for a Major Third-sector Organisation
Souter Point was appointed to programme manage the mobilisation of an £800 million contract for a major global third-sector organisation delivering services on behalf of the UK Home Office to highly vulnerable service users.
The programme involved transitioning from an existing contract to a new operating model over a 12-month mobilisation period, followed by post-go-live hypercare. Maintaining service continuity throughout the transition was critical: disruption could have directly impacted vulnerable people relying on the service.
Souter Point led a 12-person mobilisation team, with responsibility for coordinating multiple workstreams and the programme management office. We also managed a complex external supply chain comprising 21 service-delivery partners and three strategic delivery partners responsible for major elements of the future service: a new customer relationship management system and associated integration, psychological support services and a contact centre.
A key early priority was establishing the structures required to control a programme of this scale. Souter Point designed the programme organisation and governance model, defining responsibilities, reporting lines, decision-making authorities, escalation routes and meeting structures.
Governance was established across several interconnected levels: within the internal mobilisation team and programme management office; across the wider delivery-partner supply chain; with the client’s executive steering group; and with the customer, a major UK government department.
This created a common framework to manage progress, dependencies, risks, issues, and decisions across organisations with different responsibilities and delivery models.
The assignment demonstrates Souter Point’s ability to provide programme-level control across complex, multi-supplier mobilisations, particularly where successful transition depends on the coordinated delivery of people, technology, specialist services and operational partners.
By combining structured governance with active dependency and stakeholder management, Souter Point helped create the conditions for a controlled transition, protected service continuity and stable entry into post-go-live hypercare.
Case Study: Establishing a New Project Management Office
Following several rounds of restructuring during the COVID-19 pandemic, the UK business of a global Indian customer service company had disbanded its Project Management Office. As growth returned and a new project pipeline emerged, Souter Point was appointed to design and quickly re-establish the PMO.
We began by reviewing the previous PMO structure, interviewing stakeholders and assessing the people, processes and technologies already supporting project delivery. The assessment identified challenges including unclear reporting lines, limited standardisation of project management methods, manual reporting, undefined interfaces with other business functions and an absence of collaborative planning tools and real-time dashboards.
Souter Point translated these findings into a target operating model spanning people, process, technology and governance. The new model broadened the PMO’s role from predominantly tactical project support to managing strategically important projects and programmes, while retaining a small core team that could draw on subject-matter experts when required.
The design introduced clearer hand-offs between Sales, the PMO and Operations; repeatable project-management processes; defined responsibilities; executive-level leadership; streamlined governance; and greater use of digital tools, including collaborative project planning, real-time dashboards and automated reporting.
Importantly, the approach was designed to release value early rather than wait for every element of the future model to be completed. Agreed initiatives could therefore be mobilised while other elements were refined.
Following executive approval, implementation began immediately. An interim PMO Lead and Project Manager started on Day 1, providing immediate delivery capacity, while the permanent PMO Lead was appointed and onboarded within 30 days.
The result was a rapidly re-established PMO with a clearer strategic mandate, stronger governance and a scalable operating model capable of supporting the organisation’s renewed growth and project pipeline.
