A strong bid can still underperform if it misses important requirements, provides weak evidence, makes key messages hard to find, or doesn't align closely enough with the evaluation methodology.
Souter Point provides independent Red Review and shadowmarking services that assess drafted bid responses from the evaluator's perspective. Our role is to identify where a response is strong, where it is exposed and what should be improved before submission.
We review the response against the procurement documents, question requirements, evaluation criteria and scoring methodology. Rather than focusing only on writing quality, we test whether the answer is compliant, credible, evidenced, differentiated and easy to evaluate.
Where appropriate, shadowmarking goes further by assessing the response as closely as practicable against the stated evaluation framework, helping clients understand how an evaluator could interpret and score the submission.

Case Study: Red Review and Shadowmarking Service for a £800m Global English Language Testing Contract
Souter Point was appointed by a global secure testing company to undertake an independent Red Review and shadowmarking exercise for a multi-hundred-million-pound global secure English-language testing procurement by the UK Home Office.
Within one day of request, we mobilised a three-person team with expertise in government procurement and technology. Over ten days, the team reviewed 24 question responses, prioritising the most urgent first and releasing feedback as soon as each review was independently checked.
For every question, the client received a marked-up response plus a separate 5–8 page assessment identifying strengths to retain, weaknesses affecting potential scores, further improvement opportunities and the Top 10 priority changes. Where substantial rewriting was needed, we provided example replacement text; where page limits were under pressure, we identified opportunities to remove lower-value content.
A consolidated report captured recurring themes across the submission, providing both immediate recovery priorities and a structured input to future lessons learned.
Artificial intelligence supported the first-pass analysis by cross-referencing requirements, evaluation criteria, contract schedules and responses to identify potential gaps and inconsistencies. In accordance with Souter Point’s Ethical and Responsible Use of AI Policy, every finding was validated by an expert. All marked-up comments and question-level assessments were produced by Souter Point consultants.

Case Study: Red Review Services on a Major Visa Application Outsourcing Bid
Souter Point was appointed to undertake a Red Review and shadowmarking exercise for a major visa application outsourcing procurement by the UK Home Office.
The scope covered the critical evaluation of more than 20 question responses, assessing each answer against the procurement requirements and likely evaluation criteria. For each response, Souter Point provided detailed in-document comments alongside a separate 2–3 page review template outlining the key issues to address, strengths to retain, and the most important improvements to prioritise.
The review identified that several responses required substantial rewriting to improve compliance, evidence, structure, credibility and evaluator clarity. Following the initial review, Souter Point was retained to support the recovery process, providing bid writing services across more than a dozen question responses and helping the client convert review findings into stronger final submissions.
This created a clear link between diagnosis and recovery: issues identified during shadowmarking were translated directly into revised content, stronger evidence and clearer responses.
The client ultimately won a major region of the procurement, securing responsibility for managing more than one million visa and citizenship applications over a contract term of approximately five to nine years.
The assignment demonstrates the value of combining independent Red Review with practical bid recovery support, allowing clients not only to identify weaknesses, but to address them before submission.
