Case Study: Programme Management for the Opening of 26 New Service Centres Across 20 African Countries
Souter Point personnel led a 20+ person programme management team responsible for establishing 26 new customer service centres across 20 African countries within an initial six-month mobilisation period for a contract with the UK Home Office.
At programme commencement, our client had existing infrastructure in only two countries. The programme therefore required establishing 18 new businesses from scratch, alongside identifying, establishing, and ensuring operational readiness for all 26 service centres.
As Programme Manager, Souter Point provided central coordination across the portfolio while maintaining close engagement with the customer at both headquarters and local-country level. We oversaw the critical workstreams required to establish each operation, including property selection, identification and appointment of local delivery partners, company establishment, operating licences, telephony services and recruitment.
We recruited more than 200 personnel across the programme, with Souter Point personnel personally interviewing candidates for all local management positions. The programme management office consolidated and reported progress, dependencies, risks, and issues across countries, allowing senior stakeholders to maintain visibility across a highly complex portfolio of simultaneous projects.
Within the original six-month mobilisation period, 20 of the 26 service centres opened as scheduled—a significant achievement given that our client had no existing operations in most countries at programme commencement.
The remaining centres opened during the following four months. Delays resulted primarily from external dependencies, including local company establishment and regulatory licensing. Where original dates could no longer be achieved, Souter Point worked with the customer to replan the transition deliberately rather than compromise service continuity, coordinating revised openings with the transfer from the incumbent provider.
The programme demonstrates Souter Point’s ability to provide programme-level governance, dependency management and delivery control across multiple countries and projects, while retaining sufficient operational involvement to resolve the practical issues that determine whether mobilisation succeeds.
Case Study: Establishing a Transformation Programme for the UK Business of an Indian Business Process Outsourcing Company
When the UK business of a global business process outsourcing company launched a transformation programme to accelerate recovery from the impacts of the COVID-19 pandemic, Souter Point was appointed to provide programme management support and establish the structure required to coordinate delivery.
The initial brief was high-level, with multiple transformation activities needing to be brought together into a single, controlled programme. Souter Point worked with the executive leadership team to translate the transformation objectives into 16 defined work packages, creating a clear structure for planning and governing delivery.
Each work package was assigned an executive accountable for delivery. Working with those executives, Souter Point then helped identify the appropriate delivery teams, define high-level deliverables and agree the principal milestones required to track progress.
These inputs were consolidated into a series of coordinated programme plans and an overarching delivery schedule, giving management a clear view of how the individual work packages fit together and where key dependencies existed.
Souter Point also established the governance and programme controls required to give executive leadership visibility over delivery. This created a consistent framework for monitoring progress, identifying emerging risks and issues, and ensuring accountability remained clear across the 16 work packages.
The programme was then configured within an online management tool, creating a central source of information for delivery planning and reporting.
Once the programme structure, governance and controls were fully established, Souter Point successfully handed responsibility to our client's newly created Project Management Office, providing it with a ready-to-use framework for managing ongoing delivery.
The assignment demonstrates Souter Point’s ability to turn a complex, high-level transformation agenda into a structured, governable, and transferable programme of work, giving senior leaders clearer visibility while enabling an internal team to take ownership of delivery.
