Case Study: Proposal Management for a £1bn Global Visa Outsourcing Contract

When Immigration, Refugees and Citizenship Canada (IRCC) launched a major new global procurement for visa application services, Souter Point was appointed to programme manage our client’s proposal through to submission.

​

The scale and complexity of the opportunity demanded significantly more than conventional bid coordination. The procurement potentially covered every country worldwide, required detailed responses covering four complex technology platforms, and involved a geographically dispersed team of bid specialists, subject-matter experts and supply-chain partners. Coordinating these inputs, managing dependencies and maintaining control of the review process were critical to producing a coherent, high-quality submission on time.

Working alongside the Bid Director, Souter Point established a structured bid programme with clear governance, responsibilities, milestones, communication channels and review processes. Programme controls provided visibility into progress, dependencies, risks, and upcoming decisions, while weekly reporting to the client’s steering committee ensured the Chief Executive Officer and executive management team maintained a clear view of bid status and submission readiness.

The value of this structured approach became particularly evident during the final review stage, when an unforeseen availability issue affected key personnel. Souter Point rapidly replanned the review programme, resequenced activities and coordinated contributors around revised availability, protecting both the quality of the review and the submission timetable.

Despite the complexity and late-stage disruption, the complete bid was submitted ahead of the IRCC deadline. The assignment demonstrates how Souter Point combines bid expertise with disciplined programme management to give clients greater control, visibility and resilience when pursuing complex, strategically important procurements.

Case Study: Bid Management Services for a Mission-critical Visa Outsourcing contract in China

Souter Point personnel were appointed to provide bid management services for a visa application outsourcing bid to the French Government in China.

​

The proposal required coordinating 12 bid writers and subject-matter experts across multiple technical and operational workstreams. We established the bid plan, response ownership, dependencies, deadlines and review schedule, creating a controlled process from initial drafting through to final submission.

​

The bid was written in French, while English was used for bid management, governance and day-to-day coordination, with our role focused on the technical disciplines of bid management: programme control, contributor coordination, review management, risk management and submission readiness.

​

We also coordinated formal reviews by senior leaders and the client’s Chief Executive Officer, tracked actions, and ensured agreed changes were incorporated without disrupting the timetable.

​

The bid was successful, with our client awarded the contract to operate six visa application centres across China.

​

The assignment demonstrates how Souter Point can provide disciplined multilingual bid management even where responses are written in languages we do not speak fluently — an approach we have also applied to successful bids written in Spanish, Italian and German.
